When entering data, the Baseline Management period shows models management for the 2000-current year. On the Report page, the Baseline emissions are the results of baseline management period data modeled ten years into the future (if no management change is made). COMET only models 10 years into future. The Scenario emissions show the results from a change in management superimposed on the baseline ten years into the future.
